Pat Cox: Ukraine's parliament must be beating heart of democracy

The diplomat outlined 52 key recommendations for Ukrainian parliamentarians in order to make the Verkhovna Rada a beacon of democracy.

In an exclusive interview for Ukraine Today by RFE/RL correspondent Rikard Jozwiak, Pat Cox highlighted three main areas which need to be tackled, summed up below:

1. Improving processes and procedures'

2. Radically modernizing the Soviet-style parliamentary administration. The system reflects an older management style of command and control where the boss tells you what to do, without anyone taking their own discretion'. Investment in staff skills are essential. The Vokhavna Rada sets aside about EUR 2.50 per annum, per person for training. If you were doing a significant training program, that wouldn't pay for the coffee breaks.

3. Relations with citizens must be improved. A medium-term e-parliament strategy is needed to open the parliament to ordinary society.

Cox praised Ukrainian MP's for working under staggering pressure' and taking decisions which would be delicate in any country'.
