East Ukraine Ceasefire: Militants block OSCE monitoring part of Russian border

Europe's OSCE watchdog is unable to access some areas of militant-controlled east Ukraine.
The organization's Secretary General Lamberto Zannier said observers there are facing obstacles accessing zones near the Russian border. That's according to quotes carried by Russian newspaper Kommersant.

And it's not just the OSCE having troubles; several UN humanitarian bodies have also been restricted in parts of the Donetsk and Luhansk regions.
