OSCE Report on Ukraine Vote: OSCE notices lack of clarity in procedural provisions in new law
Tana de Zulueta, Head of OSCE Election Observer Mission in Ukraine: "The elections on the strength of our observation were assessed as competitive, well-organised overall, and the campaign generally showed respect for the democratic prospects. Nevertheless, the complexity of the legal framework, the dominance of powerful economic groups over the electoral process, and the fact that virtually all campaign coverage in the media was paid for, underscore the need for continued reform. Additional efforts are need to further enhance the integrity of the public confidence in the electoral process. The turnout, as you know, was somewhat lower than the last administrative elections. The voting and counting, as observed so far, has been seen as transparent and orderly overall, despite the lack of clarity in the procedural provisions in the new law."
